Job Title: Economic and Community Development Director

Pay Range: $69,397.44 - 95,679.71 Annually
Under broad policy guidance and direction from the City Administrator, performs professional, administrative responsibilities in organizing, developing, monitoring and coordinating Community Economic Development projects, redevelopment and business growth. Including focus on the retention and expansion of existing business and efforts to bring in specific targeted businesses to the City.
PURPOSE OF JOB
Develops data such as vacant property analysis, building inventories and municipal information packages and application processes to aid in economic growth and development and redevelopment.
Assists in implementing strategic growth plans for commercial business.
Connect with local and regional business community to support, encourage growth and development of the community and metro region.
Coordinating, directing and implementing programs and projects that support commercial, office, and industrial development, workforce development.
Prepare strategic plan to carry out economic development initiatives by identifying and promoting new opportunities for local, regional and international businesses.
Researches various information for grants, writes and negotiates grants, administers obtained state and federal grants as it relates to economic development and business development.
Coordinates and monitors all economic development programs with contractors, property owners, the City, and other interested parties; solicits potential economic developers to Box Elder; generates and nurtures professional working relationships with private developers, realtors, business leaders, banking and financial leaders, other professional economic development and trade leaders and state and local government leaders.
Prepares reports and oral presentations related to economic development.
Assists the City Attorney in negotiates of economic development agreements and contracts with private developers.
Serves as a representative on local, regional and state boards, committees and outside agencies, such as Box Elder Economic Development, South Dakota Ellsworth Development Authority, Elevate Rapid City, Rushmore Region Economic Development, Regional Railroad Authority, etc.
Manages long range economic development and regional planning with other governmental jurisdictions.
Assists in the preparation of City Council legislations such as ordinances, resolutions and policies related to economic development.
Responds to inquiries from and interacts with stakeholders and general public regarding economic development.
Works with the Planning Director and Public Works Director to evaluate physical needs of the redevelopment and economic development process in terms of public infrastructure, including traffic circulation pedestrian access, transit, drainage, aesthetics and the like.
Works with other agencies to obtain funds for economic development and redevelopment including state and federal agencies.
Develop surveys and provide advice on market analysis and economic opportunities.
Performs other duties as assigned by the City Administrator.
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
